Getting RAW

Run Launcher. Locate "Tools" in menu, click it => click BDO Patcher => now select the server of your BDO client, click on the Advanced tab, in the RAW section check what you need and uncheck what you don't, then click Get RAW => relax and do something else meanwhile, it will say "Done" when the process will complete
You'll be able to find RAW files in Launcher\BDO\RAW (e.g. Launcher\BDO\RAW\JP for JP client).
If you can't find what you need in the RAW section, then you'll need to add whatever else you want manually in External FEX.

If you have corrupted BDO registry entries or you've moved your game folder this program might not work out of the box, you'll need to select a valid path to your BDO client folder in BDO Patcher => Preferences => BDO Patcher settings. Examples (note that some of the examples have changed due to the publisher change):
For KR that's - ...\Daum Games\Black Desert
For JP that's - ...\GameOn\BlackDesert_live
For EU/NA that's - ...\Black Desert Online
For RU that's - ...\BlackDesert\live
For TW that's - ...\Pearlabyss\BlackDesert

Hey there Kami, does this mean that we can use the Get RAW tool to extract the localised stringtables from the EU/NA client? To potentially copy and paste it into the JP/KR/RU Kami patch, saving us a bunch time manually translating text?

Yes. But keep in mind that EU/NA version is quite noticeably different from other clients, so I wouldn't recommend to use anything else than the lore/dialogs from there (blindly without checking it). They're not only behind in content but also don't have a lot of stuff that other versions did at respective point in time ("patch content"-wise).

I know that seschodizar have tried to play with it + some other translations in order to make "the best" patch. No idea if he got any useful results out of those mergings yet.
