Multi-purpose I guess.
In the past (up to v0.5) it was a lot less bloated and mainly served for my guild (it was linked with "closed" web-page, that had guild news, could be used as a browser, had few minor mods for the games and Launched dat games themselves including various settings, like husky for Cabal, hence its name), later I had some IRL issues, worked almost 24/7 and really had no time to spend my time on guild, forum and the Launcher, so all of that slowly died out (there are few guild-mates that I'm still in contact with, but they're now more into the RL than games), anyway that's a long story. Since v0.6 I've resurrected it alongside the forum and reworked from the ground up, so for now it's mainly used to create patches for Black Desert, but it's not limited to that and will have all the features of previous versions added at some point, as well as some other things. Basically it's still a "tool" to help me, my guild-mates and other players out there.

It's great that you're not installing anything right ahead, as I've mentioned at Launcher download page - Before installation read FAQ, it'll answer on many of your question, like license, privacy and stuff.
