Read all stickies HERE and THERE - that will answer on most of your questions related to creating patches. It's not that hard, after successfully doing it once you will get it.
You might use EU RAWs or not, it's completely up to you. For example I have my own patch THERE, which doesn't use EU/NA RAWs.
As for translating on your own - it's pretty cool, EU/NA has "westernized" a lot of stuff in the game, doesn't cover 100% of the stuff in other game versions, and also you'll need to do that anyway (if you want a proper translation), since various things differ on various servers, not even to mention that you can improve translation, tooltips, etc., fix various text "bugs" that GMs will fix only with the next patch and many other things, as well as you will know a lot about new/upcoming stuff that will appear in the game and overall about the game. That said - translating on your own does take a lot of time, so I wouldn't recommend to start that, unless you're sure that you will have A LOT of time or you just want to know about new stuff sooner that most of other players.
