Go to the "выбор-региона" channel and click on the "European Localization" button there.

I wasn't planning to hijack someone else's thread, but wanted to share my localisation so the author can decide to use it or not.

What would be the point in that? He does what he does for a very long time, I haven't compared your translations, but even if they are/would be identical (pure EU/NA), why would he post yours instead? Moreover, what if any of you decides to quit at some point? It's way better to have 2 separate threads, people have more choice, if either of you quits then the other one's thread/patch remains + you can attach a link to the donation page or some crypto address in your main post, and maybe someone will donate to you for your work at some point.
