Description says that this part of forum is For YouTube discussion and promotion. so basically I can advertise my own channel here if I'll make one?

Yes you understood it correctly, you can advertise your youtube channel or even 10 youtube channels as far as they are your or your friends (I just don't want to see here advertisers for VEVO channels, etc., those will be deleted and owners warned).
