From what it seems that's just a "costume" (unsure if it will take the costume slot or not).
You can obtain it by participating in Arusha's Spear (aka Team vs Team arena) event, which is basically a tournament held by GMs. Taking the 1st place will grant you a 60 days version of this "costume", and 2nd place will grant you 30 days version. From what it seems there won't be any perma versions of it, at least for now. Not a single idea of its stats (most likely similar to the usual awakening weapon costume, but who knows).
Also as a side note - you can also get titles for winning this event (5 different obtainable titles from 1 to 5 wins), which will have some "special effect" (no idea what, if you want to know ASAP try to ask someone who actually plays on KR server, maybe he/she heard something about it).
