Shadow Arena shut down is planned for the tomorrow's maintenance. Reasons for this were posted by PA THERE.
TL/DR - PA devs couldn't keep up with the haxors and other Shadow Arena problems, so they decided to shut it down instead and focus on the new content. They mentioned that Shadow Arena need some "rework" to cope with the previously mentioned problems, so it might appear again in the future.
