Decided to make a separate thread that will keep all info regarding transfer in a single post, for your convenience. Any changes and additions regarding transfer will be posted here.

PC version of 『Black Desert』 transfer to Pearl Abyss
Period: 2020.03.19 00:00 - 2020.04.23 11:00
Black Desert JP service is being transferred from Game On Co., Ltd. to Pearl Abyss Co., Ltd. For full info regarding the transfer please visit the official page linked above^, but here is a short breakdown:
Complete the transfer during service transfer period to keep your characters, their items, etc.

  2020.04.15 Maintenance	Suspension of Pearl BOX sales ※JEWEL and other payment services will no longer be available for use on PC version of 『Black Desert』.
  2020.04.23 11:00	Start of transfer Stop accepting post and replies in contact book End of support ※This date may be a subject to change.
  2020.04.24 07:00	Black Desert JP service launch by Pearl Abyss Co., Ltd.
  2021.04.22 Maintenance	Deadline of Account Transfers

• Data shared with Pearl Abyss upon transfer (not possible to transfer without agreeing):
  
  • Play data (Characters, items, etc.)
  • Account details (login ID, family name, etc.)
  • Penalty records (bananas and warning)
• Transfer procedure:
  Transfer start is scheduled for 2020.04.23 11:00. After this date you'll need to play Black Desert JP using Pearl Abyss client & account, instead of Pmang.
  Apply for Transfer THERE (Translated version of link).
  If you're just starting to play Black Desert since 2020.03.25 Maintenance you will be able to start transfer on the following day (possible to start transfer on the same day after 11:00, if you've logged in at least once between 00:00 - 03:59).
  Accounts that will log in to the game for the first time between 2020.04.22 04:00 - 2020.04.23 11:00 will be asked to perform the transfer procedure once again after 2020.04.24 07:00.
• Game client:
  There is no need to uninstall or reinstall the game client. Updates and patches will be applied to existing client without any problems.
• Items:
  Pearl BOXes are buyable until 2020.04.15 Maintenance. JEWEL and SP (Service points) cannot be used after that maintenance, so if you plan to continue playing Black Desert - exchange your JEWEL and SP into Pearls prior to 2020.04.15 Maintenance (JEWEL can also be used for other Pmang games).
  All Premium items will be usable after the transfer.
  There will be no refunds of JEWEL/SP/etc. in regards to transfer.
  JEWEL exchange history, Pearl history, WEB warehouse history will no longer be available after 2020.04.23 11:00.
• Official site:
  WEB warehouse and serial codes will be suspended after 2020.04.23 11:00, you will no longer be able to use serial code and/or receive items from WEB warehouse.
  Official site will not be available after the transfer, so if you need anything from it, such as images - download/backup it before 2020.04.23 11:00.
• Support
  All support will end on 2020.04.23 11:00, any further support will be provided by Pearl Abyss Co., Ltd.
• Events
  Events/campaigns may be cancelled or modified. Any changes will be announced on official site.
• Pmang account
  You will be able to continue using your Pmang account after the transfer to play other Pmang games.
• Social:
  

  Twitter	No changes
  YouTube	No changes.
  LINE	No changes.
  Ameblo Blog	Deleted upon transfer.
  Pmang App	Black Desert-related stuff removed upon transfer. Desert coins deleted.
  Shai app	Removed from Google Play and App Store, but you'll be able to continue using some of the functions.

My transfer experience and advises.
Transfer is pretty smooth and simple, but some of you might encounter some difficulties. First of all successful transfer request will result in this:

where the first line is your Black Desert JP Family Name and the second line is a datetime of successful transfer request. If you haven't seen this information then you've either not completed the transfer or did something wrong.
Now with that^ out of the way - I'd recommend to use the same browser that you login to current official Black Desert JP website (blackdesert.pmang.jp), in case you relogin each time then just login on blackdesert.pmang.jp before starting the transfer (you can use 2 different browsers but that will be complicated for normal user to get working, logged-in pmang website will be required in step 3 of the transfer).
Visit the transfer page - THERE and click on the orange button under the STEP 1 to start the process. Here you will be required to create new Account on playblackdesert.com (unless you already have one, in that case you can skip to step 3 right ahead). Take your time to read all of the stuff, you'll be required to enter your birth date, email (can be different than the one you use for Pmang), password (10-16 chars with Upper, Lower, special, number). In the end you'll need to verify your email before the next step.
After you're done with account creation visit the transfer page once again - THERE and click on the orange button under the STEP 3 to finish the process. During this step you should be logged in to both pmang.jp and playblackdesert.com, you should also allow the pop-up page to be opened from playblackdesert.com, which will open the page on pmang.jp where you'll need to put a checkmark and agree to transfer. After agreeing it will redirect you back to jp.playblackdesert.com, where you will see the transfer completed page instead of 3 steps for transfer.

It does state a requirement of Windows 10, but it is not enforced, you can play on Windows 7+.

Yeah, basically that. I hoped they would not do that, as that will be too much of content for me, but that's exactly what they did...we will be getting new Shakatu's Seals, Magahan Book, Shai/Guardian deepening (Rabams), Performance (Shai music composition), 2 new areas (Gray Forest and Abandoned Monastery), Infinite potions, 2nd Rapid Cruise for ships, horse renting, etc. not even mentioning the events.

Update regarding this question:
GMs have clarified that they actually decided to split content. So right after the transfer we'll get new Shakatu's Seals, Magahan Book, items recovery system, mobile/web market. Everything else will be added later? (no exact dates here, so no idea why they even bothered to mention all of that initially in the first place)
Sounds nice to me, but why they had to postpone Infinite potions? Well at least we'll get Magahan Book to do before the release of other time-consuming content.
