If you're unaware - normal Kzarka doesn't spawn (all other bosses respawn on time), which is quite clearly caused by however Nightmares Causing Kzarka, that by the way spawns on time, event was wired-up to the bosses respawn schedule. Instead of fixing it, either devs or GMs have come up with this solution (though they might fix it before next maintenance as well, who knows):
