Nope I haven't participated in 2nd Korean CBT. Why so? - because you need to have KSSN (Korean Social Security Number) in order to play almost any Korean MMO on Korean servers and confirm it, which is possible only for a players that have friends or family that lives in Korea and can register it for them or if they live in Korea (also answered your second question within first answer), alternatively you can buy registered account from someone (there are even dedicated sites).

As for the English version - devs unofficially let us know that it will come less than in 1 year after Korean OBT, at least that is the plan, and if you would read all news in this forum section then you would know that devs are already translating this game into English language as well as looking for English publisher (again unofficially - EU publisher, but hey they may find a publisher that will launch both EU and US servers, hopefully in EU and in US, not on a single continent).
